Australian Government announces Internet Licensing plan for Internet Access

In a move to support the proposed Internet ISP filtering, Senator Conroy the minister for Broadband and the Digital Economy has announced that it will be introducing a licensing system for
Internet users.

Similar to the system introduced for television viewers in Australia back in the 1920's, the scheme will see the Australian Broadcasting Commission administering the licence.  Fees collected under the scheme will be used to fund public media services such as the ABC, and other local community based media outlets.

The policy draft allows for levels of Internet users from beginner to advanced, with a small online test to be completed which determines your skill and usage levels.  Under-age users of the Internet will have a reduced fee, but will have a closely filtered feed to protect them from the wider Internet population until they have progressed to “Intermediate Adult” levels.
