I have an addressee complaining that they are receiving two of every email that I send.
Is this a problem at my end or the receiver's end?

I can't say for sure, but in my experience it is usually the receiver or their ISP's mail server that causes this.

Things you might be able to check:
  • Send an email to multiple addressees and see if they all get it twice or just this person.
  • Does this person get multiples from others or only you?
  • Have the recipient check their mail on their ISP's webmail service and see if it there twice.
